Workforce
Trades, apprentices, labourers, crews and businesses that make construction happen on the ground.
A Victoria-wide study of construction workforce pathways, industry fragmentation, ecosystem connectivity and social procurement outcomes.
Toolie Mate is a construction intelligence and connection infrastructure initiative studying how the entire construction ecosystem functions — and where new rails can be built between disconnected parts of the industry.

Evidence. Insights. Connections.
A conceptual live view of Victoria's construction ecosystem — linking projects, workforce, training pathways, suppliers, housing projects and infrastructure activity into a single intelligence layer. Not a dashboard for its own sake — a strategic tool that turns fragmented signals into system-level clarity.

Illustrative concept. Metrics shown are indicative, not live data.
Toolie Mate is an independent Victoria-wide construction research initiative designed to support future government, industry and community collaboration.
Toolie Mate's Victoria-Wide Study is designed to align with broader industry priorities around workforce pathways, social procurement, housing delivery, training access, local participation and construction ecosystem improvement.
We aim to engage builders, housing providers, educators, industry bodies and public-sector stakeholders to better understand where fragmentation exists and how stronger connection infrastructure can support better outcomes across Victoria.
Toolie Mate is the intelligence layer and connection infrastructure helping Victoria's construction ecosystem become more connected, visible and navigable.
Before building the railroad, Toolie Mate is studying the fragments of the industry to understand where connection breaks down, where people get stuck, and what infrastructure is needed to connect the ecosystem properly.
Toolie Mate maps the construction ecosystem as four interconnected worlds — each generating signals, each currently fragmented, each part of the same industry.
Trades, apprentices, labourers, crews and businesses that make construction happen on the ground.
Builders, developers, projects and opportunities across the statewide construction pipeline.
Suppliers, manufacturers, distributors and products flowing through the ecosystem.
Training organisations, educators, mentors, support services and industry bodies.
Toolie Mate is undertaking a statewide study of workforce pathways, industry fragmentation, ecosystem connectivity and social procurement outcomes — with participation from every layer of the industry.
Two structured modules are currently open as part of the Victoria-Wide Study. Both are voluntary, privacy-conscious and contribute directly to Toolie Mate's construction intelligence and connection infrastructure research.
Exploring apprenticeship pathways, workforce participation, industry connection, support systems and career development across the construction sector.
Insights from educators, trainers and pathway professionals who support apprentices and trade students across the construction sector.
Responses may be used for research, reporting and industry analysis. Personal information is only collected where participants choose to provide contact details for future participation. Data is stored securely and used in accordance with applicable privacy requirements.
For institutions, employers, apprentices, educators, government stakeholders or industry partners interested in the Victoria-Wide Study or future intelligence modules.
Toolie Mate is being built as both a future construction platform and a long-term construction intelligence organisation. Additional modules are planned to progressively study each layer of Victoria's construction ecosystem.
